Following UNEP’s methodology in measuring and reporting on SDG indicator 12.c.1 on “Amount of fossil fuel subsidies per unit of GDP (production and consumption).” Elaborating on the impacts of fuel subsidies on household affordability, the economy, fiscal impact.

• Along with the balance of payments, inflation, distributional impact, and environmental impact. Assessing the effectiveness of fuel subsidies per type of fuel by quantifying benefits to targeted beneficiary segments of population.

  1. Identified gaps, causes, and projections for reviewing the progress of the Tonga TERM and SDG7.
  2. Enhanced strategies to meet progress reporting on the current energy goals.
  3. Helped revise the strategies for implementing goals and targets.
  4. Facilitated the presentation of the findings of the assessment in a national workshop/stakeholder consultations.
  5. Facilitated the organization of the first national training by organizing the meeting jointly with the Government.
  6. Facilitated the review and assessment of the future outlook (based on scenarios) of achieving the Tonga Energy Roadmap (TERM) as well as SDG7 and the new Nationally Determined Contribution (NDC) and other related reporting obligations.
  7. Facilitated the presentation of the findings of the assessment in a national workshop/stakeholder consultations in Tonga by organizing the meeting/meetings jointly with the Government.

Driver for delivering multiple centralized and distributed generation, distribution, and pilot projects across different locations, conventional and renewable technologies, and fuel sources worth ~US$40M. Successfully delivering the asset safely, on time, on budget, and to specification from initial conception right through to commissioning, asset O&M preparation, and handover. Examples include solar, wind, diesel, networks, and biomass.

Location: Kulim 220MW CCGT Malaysia.
Responsible for managing the scheduled and corrective maintenance for a 220MW CCGT power plant (4 off GE Frame 6B GTs, 4 off NEM HRSGs, and 2 off GE STs).

Leading daily O&M meetings with shift staff and plant management with representation from the shareholders.

Delivered maintenance strategies for GT, ST, and HRSGs focused on asset life management to maximize returns, availability, and reliability.
Responsible for training and succession planning of in-house staff combined with subcontractor management for outsourced PM and CM works to give a balanced maintenance approach.
Have completed the mentoring, knowledge transfer, and training to facilitate the localization of my position to national staff.

General duty and responsibility for safety, Contract, Projects, Engineering, Financial and Cost Control Management. Carried out a detailed review and analysis of GT and ST spares to support the maintenance strategy for the life of the plant. This involved negotiations with GE to maximize the EOH between minor and major outages.

Managed HRSG, BOP, NDT works (over 3,000 site valves, several kms of piping, etc) and a multi-million euro annual maintenance budget for running plant.
